according to the headline, the document is directed to 802.15, not 802.11.
Actually, the embedded document ignores 802.15.13 and 802.11bb. Please, ask them to file a revision and let them add the follwing (to the embedded document)

Moreover, I suggest to require reciprocal right for collaboration
4 that the standardization bodies involved in OWC closely cooperate with those in the traditional radio applications, and the
ones involved in traditional radio applications closely cooperate with those involved in OWC, in order
to improve the potential of those technologies working together;

ITU-R Working Party (WP) 1A is currently developing a Recommendation containing elements to be taken into account when implementing Optical Wireless Communication
(OWC).
WP 1A would like input from 802.11 to check if the referred standards are correct.
