[STDS-802-11-TGBC] PICS and MIB text submissions

Dear all,

               thank you for the revised submissions for the PICS and MIB clauses.  I've merged the comments and changes together and produced the following two documents:

I have added all the contributors as co-authors and I hope this is ok.
