The term ‘on the DS’ was meant to cover the case that it is not on the WLAN.
How about ‘reachable via the DS’ – to cover the case that the server is either on the LAN or on an external network (i.e., outside the LAN)?
Enhanced Broadcast Service (EBCS) Downlink (DL) Content Server: An entity reachable via the DS that is a source of an EBCS DL broadcast stream.

I suggest changing the name to EBCS DL Content Server with the following definition:
