I still believe that we shouldn't duplicate the normative text between the description of the functionalities (association, authentication, discovery, ...) and the description of the usage of the elements.
Description specific to ML element description should just be about the tools defined by the element. For instance, the inheritance. Rules for instance about what is included in ML probe response based on ML probe request obviously belongs to the section which describes ML probing/scanning.
Duplicating requirement in multiple sections is just a recipe for contradicting normative text in the future.
Please make "general" and "complete/partial" subclause focused only on normative text that describes the mechanics: how inheritance work, how complete or partial info is provided (parse the signaling,...)

I would transmit the ML element in all Beacons and probe responses.
This would identify that transmitting AP is part of the AP MLD.
