Thanks for initiating the discussion. I have a question about the definition. Why to use dot11SoftAPMLDActivated and dot11NSTRSoftAPMLDActivated to describe the definition?
The definition should be a description of the features. Whether a device has this capability is another case.

I changed the definition part as follows based on the comments.
Soft access point (AP) multi-link device (MLD): An AP MLD with dot11SoftAPMLDActivated set to true that is in the same physical device as a non-AP MLD, with APs affiliated with the AP MLD using the same antenna connectors as
non-AP STAs affiliated with the non-AP MLD.
Non-STR soft access point (AP) multi-link device (MLD):A soft AP MLD with dot11NSTRSoftAPMLDActivated set to true that has at least one non-STR link pair.
Here below are some responses to the commenters’ comments and questions:
Laurent Cariou Intel to everyone: I’m not sure the definition of collocated assumes they are active. Doesn’t it just says that they are in the same physical device. If we want instead of saying collocated, we can say they are in the same physical device.[KY] yes, agree. I will use “the same physical device”
Liwen Chu NXP to everyone: an AP MLD that is battery-powered AP MLD? [KY] The key point is to share the same RF chains. So I will remove the sentence about physical limitations.
Ming GanHuawei to everyone: the definition of collocated allows they are active simultaneously.[KY] remove “co-located set”
Rojan Chitrakar Panasonic to everyone: In defintion the non-STR should be in full form, not acronym[KY] done.
Chunyu Hu FB to everyone: my question/doubt is also on this using collocated def.[KY] remove “co-located set”
Chunyu Hu FB to everyone: another question or suggestion is that, can we focus on the NSTR aspect and leave the other constraints (not in the presentation for the motion either) out of MLD context in current disucssion?[KY] In soft AP MLD definition, he key point is to share the same RF chains. So I will remove the sentence about physical limitations. But in non-STR Soft AP MLD definition, I focus on non-STR constraints.
Hanseul Hong WILUS to everyone: I think your intention of "battery powered" is the constraints of "power consumption"[KY] The key point is to share the same RF chains. So I will remove the sentence about physical limitations.
Thomas Derham to everyone: Mobile AP is not allowed at all under current FCC rules Unless that device uses AFC. VLP operation for soft ap is currently under FNPRM, but power limit will be lower than LPI. [KY] Let’s focus on “sharing the same RF chains” in the definition part. So remove the sentence about physical limitations.
