Please find my suggestion below for the resolution on removing TBD in Clause 3.2. In 11be D0.4 there are a couple of places already using 'single radio non-AP MLD' so deleting 'link' from 'single link/radio non-AP MLD' should be the right resolution.
3.2 Definitions specific to IEEE 802.11

single link/radio non-access-point (non-AP) multi-link device (MLD): A non-AP MLD that supports
operation on more than one link but receives or transmits frames only on one link at a time.
Editor’s Note: Per the authors of 20/1291r12, the name of the definition “single link/radio non-AP MLD” is TBD.
