[STDS-802-11-TGBE] Discussion for CID 13216 of 4.3.16a (regarding 16xMU-MIMO)

Thanks for comments and discussion during the meeting, this is a thread for offline discussion about CID 13216.

16x MU-MIMO is missing but was discussed as a candidate feature

Add the support of 16x MU-MIMO

I guess we need to have a SP to decide whether to keep 16xMU-MIMO in 11be or next GEN?
