[STDS-802-11-TGBE] Rev 30 of the comment spreadsheet posted + updated statistics

The latest version, revision 30, of the comment spreadsheet on LB271 is available at:

This version includes the updated status of selected CIDs as per the outcome of the first two days of the July 2023 MAC ad-hoc.  Selected CIDs are also reassigned.

As of the end of July 7, 2023, out of the 3343 received comments,

a)  2215 comments approved

b)  373 comments presented but there are no consensus yet

c)  457 comments pending for resolution

d)  298 comments ready for motion (or pulled out of the motion)
