This does not match the ANA database. Why would amendment order override what ANA has already assigned?
Furthermore, the P802.11be values 16-19 have already been deployed in significant number of devices and it is not realistic to expect those deployed devices to be modified. Yes, I understand that drafts may change and have such disclaimers, but there is really no justification for doing this change at this point in time taken into account that existing ANA allocation.
I have an open comment against P802.11bh/D5.0 to fix the assigned values to match the ANA database.
