All, My sincere apologies for this, I just realized that I failed to give the Initial SA ballot comments an initial CID number to keep the CIDs separated from the WG LB CIDs. (I did this once before during the WG LB, and realized that it is a mistake due to not being able to understand the CID indications in the draft to find the history of what has been changed.) The r1 of the comment spreadsheet has the Initial SA CIDs starting from 3000. For those who have already prepared (or started to work on) submissions, please update your submissions to reflect the new numbering. Apologies, again.
