[STDS-802-11-TGBI] Purpose of Capabilities and Operation Parameters Action frames

Dear all, 

while reading the current spec I am not able to grasp the usage of the Capabilities and Operation Parameters Action frame, what is its purpose?, as far as it is written, you need to be associated to the AP to send/receive it but all the information carried by it is needed to associate.. so I really do not understand it.
