[STDS-802-11-TGBI] RSNXE changes in 11bi

I am addressing a couple of comments regarding the RSNXE. Basically the commenter is asking if we can put some order or reduce the number of bits in the RSNXE.
I see potentially a way of compacting the RSNXE:
- the EPP Epoch Supported, DS MAC address Support and CPE Frame Anonymization Activated can be aggregated into the CPE FA Activated since it does not make sense to have the Epoch and DS MAC is FA is not going to be used. Am I right?
- We will need to create a new bit in the RSNXE for BPE operation since there is some dependency between the EPP Epoch Supported bit and the Privacy Beacon (see MLME-SCAN). So we can change the EPP Epoch Supported dependency by introducing a BPE supported bit.
Another possibility is to reject the change, since this will require quite a lot of changes here and there, and most probably more comments will pop up.
