Sorry for not describing the case clearly on the meeting. Let me clarify it. 
An EMLSR non-AP MLD with 3 links set up with its associated AP MLD (STA 1 - AP 1, STA 2 - AP 2, STA 3 - AP 3). 
The 3 STAs are all in PS mode. 
The STA 1 is indicated that there are DL data buffered at AP 1 and AP 2 by TIM and MLTI element. 
The STA 1 sends a QoS Null frame with MLPM Control to trigger DL data for STA 1 and STA 2 and
keeps  them in PS mode. 
The AP MLD tries to contend TXOP on link 1 channel and link 2 channel. Whichever AP wins the wireless medium, it sends an ICF and then data... 
After the frame exchange, both STA 1 and STA 2 may go to doze. 
I think it is good to have MLPM Control to fit for this case. This is easier for the EMLSR non-AP MLD to manage it affiliated STAs power state. 
Without this, both STA 1 and STA 2 have to contend their channels and send DL data triggering frames sequentially.
