[STDS-802-11-TGM] CID 213 withdrawal

The commenter of CID 213 is a nitwit and would like to withdraw this comment,
on the basis that 802.11-2012 already mandates the behaviour asked for, viz.
that a PS-Poll can be used when all ACs are delivery-enabled, and causes
the delivery of a BU of the highest priority available. (A similar but
different (see CID 231) specification does not allow this behaviour, but
that's a different issue.)
