Another very similar but subtlety different proposal is in https://mentor.ieee.org/802.11/dcn/14/11-14-0099-00-000m-renewing-2-4ghz-band.pptx. My joint author, Brian Hart, will be presenting it because I will be chairing the IEEE 802 JTC1 SC at the time.
The essential idea of the proposal is to start the process of discouraging the use of 802.11b by making it optional in the 802,11 standard, but to leave the process of transitioning away from the use of 802.11b as a joint effort between the IEEE 802.11 WG and the Wi-Fi Alliance. This approach allows for a process that is responsive to the needs of the market as they develop, noting that some vendors are still (quite legitimately) using 802.11b in new products, particularly in the IoT space.

For the discussion this afternoon on 11b (DSSS and CCK) I wish to remind the group that one proposal for the changes in the standard referring to this, are contained in 13/1533r0. Also that the technical investigation that preceded this proposal is contained in 13/0416r5.
