[STDS-802-11-TGM] Parsing the RSNE in 802.11

Dear TGmc folks,

 

Can you help me with this?  Here is the RSNE:

 

With every field optional,  and no field to indicate which fields are present how is this parsed?

For example,  Do you rely on a Group Data Cipher Suite that starts with octets that couldn’t reasonably be

a Pairwise Cipher Suite count value?

How do you tell the difference between an absent Pairwise Cipher Suite Count and an AKM Suite Count?
