During the TGmd teleconference on Friday 2019-11-01, I had an action item to investigate whether an additional recirculation was needed in scenario 2 below. The answer is "no". A recirculation is required only when in-scope Must-be-Satisfied comments are present.

Scenario 0:
No comments received = Done, no further recirculation needed.
Scenario 0.1
No in-scope Must-be-Satisfied comments received = Done, no further recirculation needed
Scenario 1:
Draft 3.0 - Completed WGLB with both valid, and invalid (out of scope, insufficient detail) comments received.
Issue WGLB on D4.0 - Includes some changes over D3.0.
Valid
MBS comments received; If changes made, then recirculate again.
If no changes made then recirculate unchanged draft to recirculate the comment rejection reasons.
Scenario 2:
Draft 3.0 - Completed WGLB, with both valid, and invalid (out of scope) comments received. (same as scenario 1)
Issue WGLB on D4.0 - Includes some changes over D3.0;
Only out-of-scope comments received.
Is a recirculation ballot needed?
No. The 2 requirements (recirculate all substantive changes since the last ballot, recirculate all unresolved comments from negative voters) have been met and the WGLB series is completed. Send notification of why recirculation not required (can be via email) to the Do-not-approve MBS Voters.

IEEE 802 LMSC Working Group Policies and
Procedures, Clause 11:
11.0 'Actions requiring
an electronic ballot'
"Comment resolution, recirculations, etc. should be
consistent with Sponsor ballot rules and 5.4.3.2 of the IEEE-SA
Standards Board Operations Manual (SASB OM)".
SASB OM rules (5.4.3.4):
"Changes may be made to the proposed standard in response to comments or
for other reasons. All substantive changes made since the last ballot of
the proposed standard shall be identified and recirculated to the
Standards Association balloting group. All unresolved Do Not Approve votes
with comments shall be recirculated to the Standards Association
balloting group. The verbatim text of each comment, the name of the Do Not Approve voter,
and a response by the Standards Committee conducting the resolution of
comments shall be included in the recirculation ballot package.
Responses to comments that are not accepted verbatim shall include
sufficient detail for Standards Association balloting group members to
understand the rationale for rejection of the comment or revision of the
change proposed by the commenter."

Further resolution efforts, including additional recirculation ballots, shall be required if Do Not Approve votes with new comments within the scope of the recirculation are submitted.
and
5.4.3.5 'Completion of the standards balloting process and
submittal to RevCom:
"'The Standards Committee shall, if not
included in a recirculation package, provide to the Do Not Approve voter
and to RevCom
an explanation why any comments associated with a Do Not Approve vote
were not required to be recirculated."
