[STDS-802-11-TGM] Resolution to CID 4721

The details on CID 4721 are as follows:

The whole "field" v. "subfield" thing is just a big inconsistent mess (e.g. in 9.4.2.171 Reduced Neighbor Report element some things in the Neighbor AP Information field are fields and some are subfields, and the TBTT Information Set [sub!]field contains one or more TBTT Information fields).  There is no value in trying to make the distinction, because (a) the distinction is not made reliably and (b) it's not possible to make the distinction, because some things are subfields of X but are also the field that contains subfield Y

Proposed Resolution:
Change "subfield" to "field" throughout

This CID was submitted in a previous ballot as CID 2473 and was discussed at the August TGmd adhoc in Toronto. 

Emily was actioned to work with me to propose a resolution based on the discussion for the WG ballot comment. As a result, the proposed rejection reason is:
REJECTED (PHY: 2020-05-22 21:42:39Z)
“subfield” is a field and indicates that it is a component of a field. It has its value and shall not globally replaced. The comment cannot be addressed as a single issue, or does not relate to a specific line, paragraph, figure, or equation in the balloted draft.

Here is the excerpt from the minutes for CID 2473 from last August:

1.1.1.1.12     One proposal would be to add “A subfield is just a field contained in another field.” To the conventions section.

1.1.1.1.13     Request to have identification where this sentence would provide clarity.

1.1.1.1.14     Proposed Resolution: Reject, the comment cannot be addressed as a single issue; or does not relate to a specific line, paragraph, figure, or equation in the balloted draft.
