I have updated the Comment File to reflect the status, proposed resolutions and discussions

Updated status to match April 11th Telecon:
63 CIDs ready for review with resolutions proposed
     - 33 in Gen Review Set
     - 12 Corrected Units .  
     - 19 Clause 3 Review
     - 11 GEN McCann review
10 CIDs are ready for motion.
49 CIDs are submission required.
44 CIDs need to be Discussed
8 Obsolete/Deprecated related CIDs

CIDs have been assigned to the commenter or a volunteer to provide submission to resolve 50 CIDs:  I have put their name in the cc to help highlight the need to know when a submission can be expected.  We would like to have your plan prior to May 1.  If a Submission is not submitted, the CID may be resolved with "Reject; The comment fails to identify changes in sufficient detail so that the specific wording of the changes that will satisfy the commenter can be determined."
