submission to resolve 65 CIDs: I have put their name in the cc to help
highlight the need to know when a submission can be expected. We would like to have your plan prior to May 9.
If a Submission is not submitted, the CID may be resolved with
"Reject; The comment fails to identify changes in sufficient detail so
that the specific wording of the changes that will satisfy the commenter
can be determined."
