Thanks, Dave. Makes sense. Sorry to nit pick procedure with you, but we really can’t reject 1681 for insufficient detail, as it is quite specific/detailed. We can: 1) Reject it because we can’t come to consensus, and craft some discussion about what we considered and the issues that were not settled; or 2) we can get the commenter (Mark Rison) to withdraw the comments. The latter is less work, but is up to Mark. I'm willing to continue to work towards a resolution in the next round of comment resolution and suggest we reject the comments for insufficient detail for this round. Dave H.
