[STDS-802-11-TGM] WEP removal doc update 22/2003r4

Based on the discussion today, I posted an updated document:

I confirmed that the additional changes that MarkR requested are fine
and added removal of the WEP MPDU format and WEP state subclauses.

In other words, I included all the edits we discussed (well, with the
exception of the renaming or moving the WEP subclauses to be more TKIP
specific). This is the change log from the abstract:

r4: Cleanup based on discussion during TGme 2023-01-18 PM2 meeting
(pre-RSNA security method “list”, removal of missed No Pairwise
instances in 12.7.6.4 and 12.7.8.4.2, removal of 12.3.2.2 and
12.3.2.3)
