During the REVme session last week, the following CID was reviewed:

It looks as though there's a conflict on the behavior requirements when BA timeout is detected (Clause 10 says 'may' and clause 11 is cross referenced and says "shall" for what looks like the same requirement).
The commenter is suggesting a change of 'may' to 'shall" in clause 10 to align the requirements. Are there any opinions on what should be done?
