[STDS-802-11-TGM] Comments on 26/1550r1 on TPE use with P2P FTM

Hi Jonathan,

I have the following comments on your submission 26/1550r1, and it would be great if you would provide your perspectives. 

(1) "An ISTA that is capable of transmitting a Transmit Power Envelope element as part of an FTM procedure when negotiating an FTM procedure with a non-AP RSTA, shall set its TPE Update Capable subfield in the IFTMR frame to 1 and include at least one Transmit Power Envelop element in the IFTMR frame."

Is this limited to the newly introduced P2P ranging? It would be helpful to include a clause reference for the corresponding behavior.  For P2P ranging, why only an ISTA, not a RSTA, can transmit TPE? It seems that whether it’s ISTA or RSTA will depend on the use case. 

In addition, the existing TPE Update Capable subfield (a single bit), per 11mf_D3.0, indicates a RSTA’s TPE transmit capability and an ISTA’s TPE receive capacity. 26/1550r1 proposes to reuse the existing TPE Update Capable subfield to also indicate a RSTA’s TPE receive capacity and an ISTA’s TPE Tx capability.   This will allow a device to indicate its capability to (a) Tx and Rx TPE, or (b) neither Tx nor Rx TPE.  However, it’s infeasible for a device to indicate its capability to (c) Tx TPE only (d) Rx TPE only, thus insufficient. 

(2) 26/1550r1 allows an ISTA to transmit TPE in IFTMR, even without knowing whether the recipient RSTA is capable of receiving it. This is problematic since the RSTA may consider the IFTMR frame as malformed since it contains unexpected content.

(3) "An ISTA that received an IFTM frame with TPE Update Capable subfield set to 1 shall include at least one Transmit Power Envelope element in all subsequent IFTMR frames."

Is there an end point for this behavior? More details are needed.
