[STDS-802-11] Update to the Joint Treasurer Report has been posted 11-15/99r1

Hello all,
11-15/995r0/15-15/677r0 was presented on Monday during the 802 Wireless Joint Opening Plenary meeting.
I noted then that I get the bank statements usually on the 15th for the prior month.
I have received the bank statements, and hence have updated the Treasurer report to have the balances through 31 Aug 2015
I have also updated the Bangkok budget slide to show more detail on the budget lines.

Ben will update the 802.15 version and post to .15 mentor shortly.
