Thank you for this report.

Am I correct that from the following statements from the report:

1) "An individual might be an expert, but if they have not taken the time to inform themselves of the issues related to the debate/motion, then they should not vote.   If they do vote, they are individually transgressing the WG rules."

2) "If some voters affiliated with a particular entity are voting when they do not have the expertise so to do, this is only dominance if they recognize their own lack of expertise and are under instruction how to vote."

3) "However there appears to be instances of [...] affiliates voting to support a perceived company viewpoint (“to support the department”) when the correct action would have been to not vote or abstain."

4) "This investigation has found no evidence of dominance.
[...]
•	There was evidence that individuals were voting when they were not sufficiently expert so to do"

the following conclusions can be made:

a) There is no substantive penalty to an individual for voting (other than abstain) when they are not sufficiently expert to do so

b) There is no substantive penalty to an entity whose affiliates vote (other than abstain) when they are not sufficiently expert to do so, unless i) the entity coerced the affiliates to do so and ii) the affiliates were aware of their lack of expertise
