Dear all,

             TGaq may be required to produce a waiver request regarding mandatory coordination comments received from IEEE RAC during the course of the TGaq sponsor ballot.

I've made a draft start at such a waiver request:

I appreciate that there has been very little debate about this with the WG and TGaq, but I thought it would be useful to have a document to start the debate.
