under instruction from the IEEE-SA Patent Committee administrator.

I am speculating, but to me this document appeared to contain an "license assurance" alternative to the IEEE-SA policy.  This is not material
that can be considered by the working group,  and is therefore not an appropriate use of the working group's document server.
