Please see https://standards.ieee.org/content/dam/ieee-standards/standards/web/documents/other/patents.pdf , which includes FAQ 17E as approved at the recent March 2019 IEEE Standards Association Standards Board meeting:

17E. Does an Accepted LOA apply to superseded versions of the IEEE Standard? Yes, as long as the IEEE Standard is not classified as inactive by the IEEE-SA Standards Board.
