[STDS-802-11] Liaison from ITU-R WP 1A regarding Light Communications

Please see https://mentor.ieee.org/802.18/dcn/21/18-21-0080-00-0000-request-for-information-itu-r-wp-1a.docx in the 802.18 document area of mentor, which contains a liaison from ITU-R Working Party 1A on the topic of Light Communications.

802.11 consideration of this liaison is delegated to TGbb.
Nikola, if TGbb would please review the document and develop recommended modifications to reflect the work underway for P802.11bb.
We can then review in the WG and forward to 802.18.
