Jay, I just saw that. The Acting FCC chairwomen is not waiting for a Chairperson to be nominated. She’s moving forward with imitating a plan to move forward with AFC. This is good for the industry. Standard-power operations, which encompass standard-power access points and fixed client devices (collectively referred to as standard-power devices in this Public Notice), are permitted in the 5.925-6.425 GHz and 6.525-6.875 GHz portions of the 6 GHz band and must operate under the control of an automated frequency coordination (AFC) system to prevent harmful interference to microwave links that operate in the band. The AFC systems will use information obtained from the Commission’s Universal Licensing System about the microwave links and the propagation models specified in the Commission’s rules to determine on which frequencies and at what power levels standard-power devices may operate. This Public Notice initiates the process by which the Office of Engineering and Technology (OET), on behalf of the Commission, will approve AFC systems. What the Public Notice Would Do: • Describe the multi-step process that OET will follow to approve AFC systems, as specified in the 6 GHz Report and Order: o AFC proposals received before November 30, 2021 will be considered concurrently with equal priority. Later received proposals will be considered on a rolling basis. o OET will conditionally approve all proposals found to satisfy the AFC system requirements. o AFC systems that are conditionally approved will undergo a public trial period that will include thorough testing. • List the information that the Commission expects AFC proposals to include. This information includes a technical diagram showing the architecture of the AFC system with a brief description of its operation, a demonstration that the prospective AFC operator possesses sufficient technical expertise to operate an AFC system, and a description of the methods that will be used for secure communication between the AFC system and its associated standard-power devices.
