Dear 802.18 members,
cc 802.11 members, 802.15 members
On 2 May 2022, Canada RABC begin public consultation on the following 3 documents/specifications, with 15 July 2022 as the comment submission deadline:
[1]
ISED Radio Standards Specifications, RSS-248, issue 2, May 2022 (Draft) – Radio Local Area Network (RLAN) Devices in the 5925-7125 MHz band[2]
ISED Database Specifications, DBS-06, issue 1, May 2022 (Draft) – Automated Frequency Coordination (AFC) System Specifications for the 6 GHz (5925-6875 MHz) Frequency Band[3]
ISED Application Procedures, CPC-4-1-01, issue 2, May 2022 (Draft) – Application Procedures for Dynamic Spectrum Access System Administrators (DSASAs)For 1), RSS-248 documents the certification requirements for licence-exempt RLAN devices operating in the 5925 to 7125 MHz band. This latest draft, RSS-248 issue 2, intends to replace the existing specification, RSS-248 issue 1, by adding new classes of RLAN devices (including standard-power access points, fixed client devices, and standard client devices operating in the 5925 to 6875 MHz band), and other updates corresponding to these new classes of RLAN devices. Canada RABC also notes that this RSS-248 shall be consulted in conjunction with [2] and SMSE-006-21 (Decision on the Technical and Policy Framework for Licence-Exempt Use in the 6 GHz Band). In addition, the measurement requirements for the use of a contention-based protocol is updated (see 4.7.2 of the issue 2 for details), the operations requirements for different RLAN devices are significantly updated (see 4.8), and all the new requirements related to geolocation, AFC, product label & user manual, and software security are listed in two new sections, sections 5, 6, 7, and 8, respectively.
NOTE - For the existing
RSS-248 issue 1, it covers the certification requirements for licence-exempt low-power RLAN devices operating indoors in the frequency band 5 925 to 7125 MHz.
For [2], this new specification, DSB-06, sets out technical requirements for the designation of an Automated Frequency Coordination System Administrator (AFCSA) and for the operation of an AFC system capable of identifying available frequencies and associated maximum power levels for use by standard-power RLAN devices operating in the 5925 to 6875 MHz band. AFCSA applicants seeking an ISED designation shall be required to comply with the requirements of this specification, and ISED will review and assess compliance with this standard in accordance with the procedures set out in [3].
For [3], this circular outlines procedures to be followed by applicants who wish to be considered for designation by ISED to become white space database administrators (WSDBAs) or automated frequency coordination system administrators (AFCSAs), collectively referred to herein as dynamic spectrum access system administrators (DSASAs). Such DSASAs shall manage the operation of licence-exempt dynamic spectrum access (DSA) devices operating in the applicable frequency bands to ensure the appropriate protection of licensed radio systems operating within the same frequency range. This document also indicates administrative and operational requirements that these DSASAs shall meet in order to maintain their designation status. For the new materials related to AFCSAs, please refer to Section 9 of this revised circular.
If any member is interested in preparing comments to any of these consultations, please note that Thursday, 30 June 2022, is the deadline for IEEE 802.18 to consider review and approval, followed by submitting it to 802 EC for final approval.
Our 802.18 official document - the status of ongoing consultations - is also updated accordingly to include information of these 3 consultations:

Dear Jay and all,
Yes and thanks very much! On May 2, RABC issued not only this consultation on database specification, but also a radio standards specification for WLAN devices in the 6 GHz band:
Let me incorporate these two consultations to our tracking document 22/0035.
Regards,
Edward
hello 802.18,
i see ISED / Canada through the RABC has a consultation just out on 6 GHz standard power and AFC:
The Department of Innovation, Science and Economic Development Canada is seeking comments on the following consultation: DBS-06, issue 1, “Automated Frequency Coordination (AFC) System Specifications for the 6 GHz (5925-6875 MHz) Frequency Band” which sets out the technical requirements for the designation of an Automated Frequency Coordination System Administrator (AFCSA) and for the operation of an AFC system capable of identifying available frequencies and associated maximum power levels for use by standard-power RLAN devices operating in the 6 GHz (5925-6875 MHz) frequency band.
Comments are due no later than July 15, 2022.
