[STDS-802-11] France ARCEP consultation (including 11be, 66-71 GHz, upper 6 GHz, above 90 GHz, digital sustainability)

Dear 802.18 members,
cc. 802.11 and 802.15 members,

On 23 May 2022, France ARCEP began a consultation "Preparing for the future of mobile networks" (through translation) that seeks public opinions on various topics, including:
a)  The uses of the future, the new connectivity and functionality expectations: does 5G make it possible to meet them, what frequencies and technologies are expected to meet coverage expectations, what changes in network architecture are to be anticipated?
b)  The specific connectivity needs of businesses and industries: what technologies, network architectures or even business models are best suited to their expectations?
c)  Societal and environmental expectations: which ones and how to integrate them into the obligations imposed on operators within the framework of authorizations for the use of frequencies?
d)  Specific issues by frequency band, and their future uses.

Even though the majority of this consultation is focused on 5G, the regulator would like to obtain more information on several topics that we may be interested in.
1)  See question 2 that asks what the most relevant changes (including whether new frequency bands will be used) brought by IEEE 802.11be (or Wi-Fi 7 as mentioned in the consultation) and the corresponding timeline it will be deployed.  
2)  See question 26 that asks the roles Wi-Fi plays for providing services inside buildings.
3)  Question 29 is related to digital sustainability and it asks if there is any proposal in terms of spectrum management or frequency allocation that can help reduce the environmental impact of a network.
4)  See question 78 on the 66~71 GHz band.  Note that these frequencies are harmonized at European level that could be subject to short term allocation.
5)  See questions 92, 93, and 94 on the 6425~7125 MHz band, including coexistence and dynamic sharing.
6)  See questions 95, 96, and 97 on the above 90 GHz band.

The comment submission date is 22 September 2022.  If you would like IEEE 802 EC to submit a comment, the internal 802.18 deadline to review and consider approval is 8 September 2022.
