[STDS-802-11] First skeletal draft of an IEEE-SA spectrum statement

Dear all,
Earlier today we held the second IEEE 802.18 ISUS call. As per the
outcome of our discussions you find on slide #12 in r2 of the agenda
here:

an outline of a scope for such a document in the present view of
contributors.
A first attempt at a skeletal draft position statement is also posted

It is based on the scope in 18-22-0084r2 slide #12 and snippets of the
old text. Contributions from all parts of the IEEE 802 WGs continue to
be encouraged and welcome :-)
