[STDS-802-11] Valid Abstain reasons in WG ballots - "Lack of Expertise"

Dear 802.11 members,

You will recall that as part of his report in July, Robert did announce that any abstain reason was valid as a ballot response. This was valid in the 802 rules for a time, as a change was inadvertently made during update of the WG P&P document to align with the IEEE-SA template.
However, at the 2022 March closing 802 EC meeting, a rules change was approved to go back to just "Lack of expertise" as a valid reason, as had been past practice.

A voting member that fails to return 2 of the last 3 or 2 consecutive Working Group Letter Ballot Series in which they are eligible to vote loses membership. Their previous Session Attendance Credits do not count towards regaining voting membership. Abstaining, other than for ‘lack of technical expertise’, is not considered returning a ballot.

This is why the recent P802.11bb and P802.11bc ballots were announced and included only "Lack of Expertise" as valid. If you voted abstain in those ballots for another reason and wish to change the abstain reason, please send me an email.
