In July, India DoT began a consultation that comments on the creation of a new legal framework to keep India in tune with changing technology.  Based on the feedback the DoT received, DoT has now prepared the draft Indian Telecommunication Bill, 2022, and started a public consultation on this Bill.

You would refer to paragraphs 5 and 6 in Chapter 3 of the draft Bill that are related to spectrum management and sharing, trading, leasing and surrender of spectrum, respectively.  For standards related contents, please refer to paragraph 23 in Chapter 6 for details.

India Department of Telecommunications (DoT) has begun a public consultation "Need for a new legal framework governing Telecommunication in India" that seeks comments on the creation of a new legal framework to keep India in tune with changing technology.  There are discussions on spectrum management in the paper especially about the expectation that the new framework would bring to the spectrum usage.
