[STDS-802-11] TGbc telco Feb 14 and 21 cancelled

Dear all,
the ongoing SA Recirculation ballot on TGbc closes on February 21.
Hence, I
cancel
the TGbc Telcos on
Feb 14
and
Feb 21.
TGbc will have its next telco as planned on February 28. The comments
from the recirculation ballot will be available by then and we will work
on assigning comments and on drafting resolutions in this telco.
