On 18 January 2025, Canada Radio Advisory Board of Canada (RABC) began a consultation - Radio Standards Specification, RSS-102.SAR.MEAS, Issue 2 and RSS-102.SAR.SIM, Issue 1 - that seeks public opinions on the following two specifications:
Within RSS-102.SAR.MEAS, issue 2, the following key changes are being proposed:
- New requirements and clarifications for time-averaged SAR (TAS) for algorithm approvals and final product implementations including wireless wide area networks (WWANs), wireless local area networks (WLANs), and non-terrestrial networks (NTN);
- New requirements on time-averaged absorbed power density (TA-APD) for WLAN devices operating in the 5925-7125 MHz;
- New requirement for TAS measurements allowed to be conducted with an array class 2 fast SAR system as per IEC/IEEE 62209-1528; and
- Clarified test procedure for foldable devices.
Within RSS-102.SAR.SIM, issue 1, the content is nearly identical to SPR-002 issue 2, with the following exceptions:
- The requirements for SAR measurements are located in RSS-102.SAR.MEAS, issue 1;
- The requirements for nerve stimulation (NS)-related measurements are located in RSS-102.NS.MEAS, issue 1;
- The requirements for NS-related simulations are located in RSS-102.NS.SIM, issue 1
- The frequency range is extended from 100 kHz to 6 GHz and the dielectric properties are adjusted accordingly;
- The SAM phantom is introduced; and
- The requirements for calculation of the uncertainty are clarified.

If you would like IEEE 802 to submit a response, please bring a consultation to IEEE 802.18 to review and consider approval no later than the opening meeting of the IEEE 802.18 in the March 2025 IEEE 802 plenary, i.e., 10:30am ET on Tuesday, 11 March.
