You are right. It is an error. It should have been part of the SBC-REQ, as in 802.16e.

I have a question on authorization in the network entry and initialization phase.

 

According to the section 6.3.9, authorization and key excange are peformed before registration.

However,  "IEEE 802.16 privacy supported" field is one of REG-REQ TLV encoding.

It doesn't make sense to me.

"IEEE 802.16 privacy support policy" should be decided before authorization and key exchange are performed.

Please, enlighten me.
