I've uploaded a more detailed version with the number IEEE 802.16e-04/120_r1. I will be on the plane tonight and will not join the CC but have communicated with Prakash who can explain the intent. If the group finds this agreeable I'll complete it Tomorrow.

Don't know if I am still on the hook for harmonizing IP connectivity but if I am I've put the basic approach I would take in the document IEEE 802.16e-04/XX_r1 which I've uploaded. I'll try to be on the CC Tomorrow Morning.
