The PN is transmitted in LITTLE endian as required by section 7.5.1.2.1

Indeed, according to contribution C80216maint-50/100 which was accepted during last session, the first paragraph of section 7.5.1.2.2 PN (Packet Number) from Cor1/D2 should have been modified to The PN associated with an SA shall be set to 1 when the SA is established and when a new TEK is installed. Unfortunately, it seems that there was a slight mistake introduced during the editing of D3 and the changed text has been appended to the section instead of replacing the first paragraph, introducing a confusion on the endianness of PN.
