stds-802-16-tg2: to resolve 802.16.2 comment

Remi,
I'm addressing comment 132 which requests that section D.16 in the Co-ex
Practice is deleted as it is incomplete. The section deals with work of
other bodies and specifically the RABC work referenced as number 27.

It is true that the existing wording is incomplete but it looks like
something was meant to be added.
Would it be possible for you to provide a brief summary of the RABC work for
inclusion in this section?
