stds-802-16-tg2: Definition of Coexistence

At the last meeting you tasked me with having a go at a definition of
coexistence for the tg2 work. How about this:
"The coexistence of Fixed Broadband Wireless Access Systems as detailed in
Recommended practice IEEE Std 802.16.2-2001, relates to the ability of a
number of competing wireless operators to successfully deploy and operate
wireless access systems within their specifically licensed area and
frequency block(s) in a manner that minimizes constraints resulting from
inter-operator interference issues. Coexistence is facilitated by respecting
minimal inter-operator co-ordination recommendations and does not assume any
specific frequency sharing etiquette techniques employed by the wireless
systems.
Frequency blocks may be assigned to a number of competing operators within a
single (or overlapping) geographic area and can be abutting. The same
frequencies are not assigned to different operators within the same licensed
area. However, where licences are regional in nature, then the same
frequency blocks may be assigned to operators in neighbouring (but not
overlapping) areas that may be abutting."
