stds-802-16: SYSREQ: System Requirements, first draft, available

Hello all,

The first draft "System Requirements" document is now available on the web site
at:

We will be discussing and revising this document at next week's meeting in
Montreal.
I will be presenting the document to the System Requirements Task Group at the
beginning
of our meeting.  Most of the last day of the Montreal meeting can be dedicating
to discussing
revisions.

Note that the version number of the document is slightly different than other
"sysreq"
contributions.  802.16s0-99/1.  The "s0" will not change as the document is
revised
and new versions become available.  The "99" will be the same for the rest of
the
year, so the last digit will be the version number.
