I have created a new template for IEEE 802.16 documents. It is in Word format at

<http://grouper.ieee.org/groups/802/16/docs/802_16_template.doc>. This template is mandatory for future document submissions.

Item IEEE 802.16-99/01r4 ("802.16 Document Submission Template, Revision 4")

documents the revision.

The only major change is the addition of an "IEEE Patent Policy" section to the cover sheet. It reads:

> The contributor is familiar with the IEEE Patent Policy,
> which is set forth in the IEEE-SA Standards Board Bylaws
> <http://standards.ieee.org/guides/bylaws> and includes the statement: "IEEE standards may
> include the known use of patent(s), including patent applications, if
> there is technical justification in the opinion of the
> standards-developing committee and provided the IEEE receives
> assurance from the patent holder that it will license applicants
> under reasonable terms and conditions for the purpose of implementing
> the standard."

This change was discussed in Session #3. The Ad Hoc Patent Procedures Committee may suggest a refinement of this statement for discussion in Session #4.
