stds-802-16: N-WEST News #18

I have distributed the latest bulletin of the National Wireless Electronic Systems Testbed (N-WEST). N-WEST initiated the broadband wireless standardization effort that led to 802.16, and N-WEST continues to support 802.16.
I'm not including the bulletin here, but you can find it at <http://nwest.nist.gov/nwestnews18.html>. I've enclosed the Table of Contents below. As usual, much of the issue is devoted to 802.16 news.
The bulletin has about 700 subscribers. If you would like to be added, simply email me your request.

P.S. I found a typo in the PHY Call for Contributions (802.16p-99/01) and simply repaired and replaced it without renumbering it. I changed:
"Note that submissions need not represent a complete MAC but may focus on components such as contention resolution, scheduling, etc."
to:
"Note that submissions need not represent a complete PHY but may focus on specific components."
