stds-802-16: updated membership list




I have updated the 802.16 membership list, applying the 802 Operating 
Rules <http://grouper.ieee.org/groups/802/rules.pdf>. Here is the 
relevant text (from Section 5.1.3):

"All persons participating in the initial meeting of the Working 
Group become voting members of the Working Group. Thereafter, voting 
membership in a Working Group is established by participating in the 
meetings of the Working Group at two out of the last four Plenary 
sessions, and (optionally) a letter of intent to the Chair of the 
Working Group. Membership starts at the third Plenary session 
attended by the participant. One duly constituted interim Working 
Group or task group meeting may be substituted for the Working Group 
meetings at one of the two Plenary sessions (See 5.1.3.5 Meetings and 
Participation)."

"Membership is retained by participating in at least two of the last 
four Plenary session meetings. One duly constituted interim Working 
Group meeting may be substituted for one of the two Plenary meetings. 
Participation is defined as at least 75% presence at a meeting. 
Membership may be declared at the discretion of the Working Group 
Chair (for contributors by correspondence or other significant 
contributions to the Working Group). Membership belongs to the 
individual, not an organization, and may not be transferred."

When these Rules refer to "Plenary Sessions," they are referring to 
802.16 Sessions held in conjunction with 802 Plenary Sessions. This 
includes 802.16 Sessions #1, #4, and future even-numbered sessions.

With these rules in mind, I have posted three lists. We currently have:

58 Members <http://grouper.ieee.org/groups/802/16/members.html>
These are the 802.16 members, whose rights include the right to vote. 
They participated in Session #1 and in at least one other session 
since. They now satisfy the participation criterion to retain their 
membership at least through Session #10 (November 2000).

10 Potential Members <http://grouper.ieee.org/groups/802/16/members_pot.html>
These are eligible to become Members immediately upon their 
attendance at any part of Session #6 (6-9 March 2000). They are 
non-members who participated in Session #4 and in either Session #2 
or Session #3.

80 Prospective Potential Members 
<http://grouper.ieee.org/groups/802/16/members_pot_pros.html>
These are eligible to become Potential Members if they participate in 
Session #5 (10-14 January 2000). They are non-members who 
participated in Session #1 or Session #4.
