stds-802-16: 802.16 Vice Chair Election on November 6

As I wrote in the Session #9 Report 
<http://ieee802.org/16/meetings/mtg09/report.html>, the position of 
802.16 Vice Chair was left vacant by the resignation at Session #9 of 
Lou Olsen.

At Session #9, Brian Petry was named Acting Vice Chair pending 
elections at Session #10. However, he has notified us that he will 
not be a candidate for the election. In fact, due to a change of job, 
he is going to greatly reduce his 802.16 activity. I want to thank 
Brian for his extraordinary effort and many contributions throughout 
the Working Group, without which we could not have made the progress 
we have.

As mentioned in the Session #9 Report, those interested in candidacy 
for 802.16 Vice Chair should contact me. It would be helpful if you 
were to copy the reflector also. I will schedule an election to be 
held during the Monday Opening Plenary on November 6. I will include 
on the agenda any candidates who have come forward by the end of this 
Thursday. I will also accepted seconded nominations from the floor.
