stds-802-16: 802.16 Document Templates, Version 8.2

I have posted Rev. 8.2 of the IEEE 802.16 Document Submission Template:

and the 802.16 Presentation Cover Sheet:

Version 8.1 fixed a typo in 8.0 and has been around for awhile. 8.2 
is just an editorial revision to make the boilerplate lay out better 
on the page and take up less space.

Please make use of the new templates beginning now.
