stds-802-16: Karl Stambaugh's participation in 802.16

I am now working in Motorola's Cellular Infrastructure group, and so will
not be able to participate in the actvities of the 802.16 anymore. I am glad
that I was a part of the 802.16 - I will miss a good number of you.  I wish
you the best in your efforts to create a great set of standards.
